(c.) In order to empower the Colonial Police to deal
with these cases a benishment warrant against such
deportees would have to be issued by the Governor-
-in-Council under Ordinance No. 9 of 1912. Such
warrants cannot, however, be obtained by the Police
unless full particulars concerning criminal

deportees are furnished to this Government at
least one week prior to their actual arrival in
Hongkong.
I would therefore urge that the following
procedure should be adopted: -
(a.) A list of the names and destinations of criminal
deportees, together with their photographs, finger-
-prints, description and criminal record to be
forwarded to Hongkong in such manner as to reach
this Government at least 7 days before the arrival
of the deportees.
(b.) Similar lists to be furnished to the Masters of
the vessels carrying the criminal deportees.
(c.) The criminal deportees to be placed in charge of
the Masters of the vessels, who shall point them
out to the Police upon arrival in Hongkong. (d.) The expenses in connection with trans-shipment from
Hongkong to Canton or such other destination in
China as may be specified in the deportation order
to be recovered by this Government from the
Consul-General for the United States of America..
The Colonial Secretary discussed these pro-
-posals on the ith. May with lir. Consul-General Anderson who
agreed that the above procedure was desirable and offered his
support. I have, therefore, caused a copy of the letter from the Department of Commerce and Labour as well as the substance of this Despatch to be comunicated to him and I have invited his
co-operation.
